Civil society

Unlike dictatorships, most democratic countries allow citizens freedom of speech and they are free to say and do anything they feel like. However, in reality, just like dictatorships there are a lot of limitations on the behavior of citizens.

Most countries are ruled by the governing elite with affluent backgrounds who do everything in their power to maintain the status quo. This often means suppressing outspoken individuals and possible competitors. Since their opponents activities are allowed in any "free" society, they harass these people by arranging for organized stalking activities.
